Visa Facilitation and Readmission Agreements Reform Plan Presented in Baku

European Commission Delegation to Baku together with Ministry of Justice of Azerbaijan Republic presented Visa Facilitation and Readmission Agreements Part at draft 2nd institutional reform plan on February, 02, 2012. The plan will cover two Agreements: Visa Facilitation and Readmission and related areas are Migration Management, Border Management, Visa, and Readmission. Visa Facilitation is an instrument to facilitate the relatively easy procedures for issuing short-stay visas.  Readmission is an instrument to provide legal and administrative devices for the readmission of irregular migrants between two countries (here, The European Union and Azerbaijan). Border management is good management of border-crossings targeting orderliness. Migration management is good governance of migration, targeting orderliness, protection, integration, and co-operation.

Beneficiaries of reform plan are followings;

– Ministry of Internal Affairs (electronic passport, document security, combating trafficking, combating irregular labour migrant          employment, foreigners ID card, deportation);

– Ministry of Foreign Affairs  (preparations for, the negotiations and implementation of the EU-Azerbaijan visa and readmission agreements, readmission agreements with the 3th countries, new visa regime for foreigner, document security, electronic diplomatic passport, consular services for citizens abroad);

-Ministry of Labour and Social Protection of Population: (combating irregular labour migrant employment labour rights of Azerbaijani citizens abroad);

– State Migration Service: (preparations for, the negotiations and implementation of the EU-Azerbaijan visa and readmission agreements, managing readmission and return, voluntary return, reintegration of returnees, document security, developing “migration information source”, developing migration-related policies, combating irregular migration, managing migration, managing residence and work permit, managing asylum regime, managing detention and/or removal/return processes);

-State Border Service: border management, protecting the state borders, processing the documents of border crossing people at all entry and exit points, document security, taking measures to prevent illegal migration, human trafficking and smuggling at the border, taking part in the deportation, engaging in the activities of Integrated border management (IBM).
