As a budgeting strategy present in a number of OECD member countries, Gender Budgeting is a method in which states can better analyse their budgets in terms of the extent of equal distribution of benefits accrued by men and women. The increasing state budget of Azerbaijan has not been reflecting its benefits equally on the population, as the number of women employed is decreasing, coupled with higher unemployment rates and a significant pay gap affecting women disproportionately.
