Sciences visited the Center
for Economic and Social

The Chinese Academy of
Social Sciences (CASS),
established in 1977, is the
premier academic research
organization in the fields
of philosophy and social
sciences of the People's
Republic of China,
described by Foreign
Policy magazine
as the top think tank in
Asia. It is
affiliated with the PRC's State
Council.

Central Bank approved CESD Recommendation
Central Bank of Azerbaijan
approved recommendations on
mortgage system submitted by
Center for Economic and
Social Development in April,
2010 (Azeri version of
recommendations can be
obtained at
http://www.cesd.az/m127.htm).
Central Bank announced that
electronic mortgage system
which CESD recommended will
be applied in Azerbaijan
soon. Electronic mortgage
system will reduce direct
relations between customers
and bank representatives
which are expected to reduce
corruption level as well.
Meanwhile, new system will
allow customers to save time
and procedures. New system
is also expected to reduce
bureaucratic obstacles in
the system.

news registration system
based on CESD
recommendations developed
within “Monitoring of Oil
Tenders” Project funded
by Partnership for
Transparency Fund (PTF). New
system allows companies to
register State Procurement
Agency web-site and apply to
on-going tenders
on-line. New system will
also allow companies to
monitor results.
It is mentioned that policy
recommendations developed
within the project are
widely discussed and
accepted by the Government
of Azerbaijan.
CESD Training on Fundraising of CSOs

CSOs Training for CSOs representatives
on September 17-18, 2010 with funding
of European Commission. The training
course is managed by senior trainer

Center, Jordan, CESD chairman is among
top influential Muslims in the world
Vugar Bayramov is a leading economist
and in 2009 was nominated for Person of
the Year, according to a public
survey by local media network,
Media FM. He is the chairman of a top
economic think tank in Azerbaijan,
the Center for Economic and Social
Development. He is also an instructor of
economics and finance at Azerbaijan
State Economic University. His public
policy research has been utilized
by the government to address anti-crisis
programs for development and his papers
and books are available in 25 languages
across the globe.

Last June Armenia started violating the
ceasefire established in 1994, causing
one of the most hostile and violent
offensives since the end of the conflict
over Nagorno Karabakh. The ceasefire
infringement caused the prompt reaction
of the Azeri army that opened fire on
the enemy lines in reply to attacks.

Policy Paper on Oil and Transparency
The economic life of Azerbaijan is closely tied to oil.
This study claims that the advantage of possessing oil
can quickly be spoiled if the resources are merely spent
to satisfy short-term interests. However, if managed
wisely, e.g. through proper defining and prioritizing
the long-term interests of the entire society owning the
resources, having oil can be extremely beneficial.
On 17 October, Economics Club of the Free
Thought University gathered in their first
seminar. Guest of the seminar was CESD Chairman,
well-known economist Vugar Bayramov.
On 14 November, Economics club of the Free
Thought University held their another meeting.
The topic was about state investments and the
guest – CESD Board Member, prominent economist
Elchin Rashidov.
