This article assesses the role of the “EU4Business” support program in the development of small and medium-sized businesses in Azerbaijan. The study of this topic is important for Azerbaijan, whose main priority is the diversification of the economy, in terms of assessing the role of SMEs in this context. In Azerbaijan, which has been implementing reforms for many years for the development of SMEs, the “Small and Medium-sized Business Development Agency (SMEDA)” was established in this context in 2017. With the establishment of the agency and the parallel implementation of the “EU4Business” program, which was rebranded in 2016, significant progress has been made in the field of SMEs in Azerbaijan.
